You can try hybridizing unit roles so that a RoR unit would be able to do two things good but not great, but then they're not particularly effective or useful. Far as I know, the current faction, rosters more or less cover all the bases. Of course the problem doesn't stop there: if you want a unit that's unlike all other units ,you need to make sure that you don't design yourself into a corner where you have no ideas to put into this DLC unit. because there are serious consequences if you don't. The result is that you will baby the crap out of them just like you would with a particularly good non-Legendary Lord. You make them start with vet0, take up special niches, and other things like restricted by buildings, and you suddenly get a unit you are heavily invested in keeping alive through your campaigns- you can't train any more of them, they do things your other units cannot, and they take forever to level up since there are no vet bonuses.
Lack of veterancy doesn't help with that, either. They aren't special, they are just buffed regular units, and they are expendable, because they are just buffed regulars. This is why I think RoR are unpopular- they are none of those things. You need to be careful with them, just like you would with new characters in the early game, where wrong moves can easily means they die and you have to start over again. Think of it this way: if a special unit can be recruited like RoR- instantly and on the move- but you can't use them like any regular unit because of their design, and they start with zero experience, they are special, but not powerful. On the other hand, if RoR units are just super steroid versions of regular units (as they are in Game1), then they're not valuable at all.
If RoR units or whatever Game2 equivalent CA has in store for us were special in that they operated very differently from regular units, then they're very valuable.
